Missing textures I guess

I don't understand the balancing here. To unlock a thing, the process is "Wait 5-25 minutes, n times. When finished, wait for a 1 in 600,000 random chance."
There's gotta be something I'm missing here. There's no way that the only method to unlock literally the only tier 2 pickaxe is to just sit around waiting for a 1 in 50k lottery ticket, right?
